§ 2-1. Publication of proposed ordinance summary.

  • (a) 
    Whenever publication in a newspaper of a proposed ordinance or notice of a public hearing thereon is required, rather than publishing the proposed ordinance in its entirety, a summary of the proposal shall be published unless a majority of the full Town Council shall expressly require that the proposed ordinance be published in its entirety. Such publication shall be made in compliance with the temporal requirements of Charter § 406.
    (b) 
    The Town Clerk shall make a copy of such proposed ordinance in its entirety and make it available for public inspection in the Town Clerk's office. Upon request, the Town Clerk shall mail one copy thereof, postage paid, to any person so requesting one at no charge to that person.
    (c) 
    Any summary so published shall state that it is a "Summary of Proposed Ordinance" and bear the following disclaimer: "This document is prepared for the benefit of the public, solely for the purposes of information, summarization and explanation. This document does not represent and shall not be construed as the intent of the legislative body of the Town of New Milford for any purpose."
    (d) 
    The provisions of this § 2-1 shall not apply to any proposed ordinance which makes or requires an appropriation.
